Abstract
The objectives of this study are to: 1) examine the flood risk reduction initiatives of the Takria and Ban Khao Subdistrict Administrative Organizations; 2) analyze the issues/barriers that hampered the initiatives; and 3) make recommendations for the implementation of better strategies in the future. Methods of qualitative research were used. Data were gathered through observation, in-depth interviews, and documentary research. The 47 participants who served as key informants in this study consisted of representatives from various organizations. Data were verified using the data triangulation method, and after that, data were analyzed inductively.
Results indicate that 1) In order to lower the risk of flooding in the affected areas, Takria and Ban Khao Subdistrict Administrative Organizations (SAOs) have implemented both structural and nonstructural mitigation projects. This was accomplished by routinely erecting flood barriers, enhancing water channels, and installing flood drainage systems with water gates and water pumping stations. In terms of preparedness, these SAOs have set up flood warning systems, gathered necessary supplies for preventing floods and helping people in need, employed communication technologies to improve risk communication with the people, and educated people about flood hazards. 2) Issues/barriers that hindered efforts to reduce flood risk include restrictions on actions in wildlife habitats, an inadequate budget for disaster management, weed and garbage that blocked drainage channels, too-narrow water channel widths, a lack of resources, and water channels that are becoming shallow as a result of soil erosion. 3) It is advised in this study that these SAOs take into account the local contexts when introducing structural and nonstructural mitigation measures to reduce flood risk, reconsider land use planning or zoning, particularly in areas close to lakes that are susceptible to erosion, encourage the use of flood risk insurance, educate and train both public officials and the general public, and collaborate with one another in future planning and management of flood risk.
