Abstract
Abstract
The objective of this study is to examine adaptation to flood disaster of local
government in U-Tapao Basin, using Prik Municipality, Hatyai City Municipality and Klonghae City Municipality as cases. The primary reasons for selecting these municipalities were: (1) there were hardest hit by flooding in 2010 and (2) located in repeated flooding area. Data were collected using in- depth interview, focus group interview and observation. Content analysis was employed to analyze the data. Findings were then discussed according to the Sendai Framework for Disaster Risk Reduction. The analysis showed that:
1. Local governments in U-Tapao Basin have surveyed their areas and collected
exposure and vulnerability data to understand risk in the areas and to provide training to the officials and people in the areas.
2. Local governments in U- Tapao Basin have strengthened disaster risk
governance by adjusting their policies, enforcing laws and regulations and other preparedness activities that were proactive and encouraged community engagement.
3. Local governments in U-Tapao Basin have invested in disaster warning systems
and non- structural mitigation measures. In terms of structural mitigation, they focused on improving flood drainage systems.
4. Local governments in U-Tapao Basin also improved their disaster preparedness
and emergency response capabilities by, for example, providing training for villagers and conducting emergency drills.
Findings of this research can serve as a lesson that other local governments can
lear to improve their abilities in managing disasters, adapting to climate change and reducing disaster risk.
