The purpose of the research was to study the economic and social behaviour of the members of a People's Bank, especially their behavior regarding expenses, comparing an NPL group with a PL group, including causes of NPL problems. The sample of 200 was drawn by random selection from the members of the Thai Government Savings Bank in Satun, and included 44 people in the NPL (Non-Performing Lean) group and 156 people in the PL (Performing Loan) group. Data were collected by interview and a questionnaire. The results were as follows: Most members of the Bank for People were female and married and Satun residents. The family members were mostly father, mother and student children. The major occupation was trading and the miner occupation was in agriculture, such as a rubber plantation, or fishing. The spouse's main occupation was as an employee or in a service trade. The NPL group had a lower family income than the PL group. Most members had their own residence, and other assets included electric appliances, motorcycle, hand phone and gold jewelry. Members' liabilities (excluding liabilities from the Bank for People) included beth internal system liabilities such as from private loan companies, village funds, and commercial banks, and external capitalist system liabilities. The Thai Government Saving Bank has savings services for all members but fewer services for credit. When the members required credit, we found that the major credit was required for circulating capital and minor credit was for consuming expenses and investment for existing business purposes. Expense behavior of the members was expenses for existing business investment and external system liabilities. The NPL group had higher average expenses than the PL greup members. At statistical means of C-0.01, the NFL group had average expenses equal to 2,449.55 Baht and 2,027.28 Baht per month while the PL group has only 1,210.84 and 322.20 Baht per month. Necessary expenses of the NPL. group were higher on average than the PL group. At a statistical means of C-0.05 the NPL group averaged 2,216.81 Baht per month while the PL. group had only 1,629.33 Baht per month. For consuming expenses or unnecessary expenses and savings the NPL group was not different from the PL group at statistical means of a 0.05. They preferred to have a savings account at the Thai Government Saving Bank for their savings. The major problem leading to NPLs came from low income, and additional minor causes were because of many liabilities from various sources.
