Abstract

This research aims to study the operations of Pattani Municipality, Mueang District, Pattani Province, in response to flood disasters during the years 2023�2024. The study focuses on several aspects, including flood disaster warning systems, search and rescue efforts, evacuation procedures, the establishment of shelters, the construction of flood barriers, the management of drainage systems in the area, and cooperation with various partner agencies. Additionally, the research examines the problems and obstacles faced by Pattani Municipality in handling flood situations during this period.This study employs a qualitative research methodology, with data collected through in-depth interviews with 20 key informants. The data were analyzed using an inductive reasoning approach.The findings reveal that, during the preparation phase, Pattani Municipality established an emergency operations center at the municipal fire station at Tara Center, Pattani Municipality, Pattani Phirom Road, to manage the situation. Flood warnings were disseminated through various channels, including public relations vehicles, community loudspeakers, colored warning flags on bridges throughout the city, and applications such as LINE and Facebook. Flood barriers were constructed in commercial areas, residential zones, and city gates to divert water flow into canals. The drainage system was managed by installing 28 water pumps at 12 locations to accelerate water discharge into the municipality�s canals�namely Bue Ting Canal, Samakkhi Canal, and Anoru Canal�which then discharge into the Pattani River and ultimately into the Gulf of Thailand. During the emergency response phase, the municipality carried out search and rescue operations for disaster victims and vulnerable groups by deploying rapid response teams from various departments. These teams were responsible for rescuing and evacuating people from affected areas. Five temporary shelters were established to accommodate disaster victims. In this operation, several partner organizations collaborated, including the Pattani Ciji Gong Foundation, Tekka Jilimko Foundation, Thung Tek Siang Tung Foundation, Civil Defense Volunteers (Or Por Por), and the Silamat Kampong Group. The problems and obstacles identified during the response include 1) A shortage of personnel and specialized skills.2)Insufficient equipment, vehicles, and drainage tools, and 3) Limitations in the flood prevention system, drainage infrastructure, and overall water management.
