Abstract

This research aims to 1) study the problems, obstacles, and possible solutions in public procurement management at the Public Relations Department, Region 6, Songkhla, and 2) propose guidelines for improve the efficiency of procurement management at the Public Relations Department, Region 6, Songkhla. Data were collected through semi-structured interviews with 21 key informants, comprising the head of procurement officials, procurement officials of the Public Relations Office Region 6, Songkhla, and personnel from various departments within the office. Data were validated using triangulation and analyzed through content analysis.The research findings were as follows: 1. Problems in pubublic procurement management of the Public Relations Department Region 6, Songkhla, included : 1) Planning and Procurement Issues : A lack of procurement planning resulted in ad-hoc operations, unavailability of basic office supplies, and delays in the procurement process. Budget uncertainty and multiple funding sources hindered long-term planning. Government regulations limited the procurement of necessary equipment, and purchases often did not align with actual usage needs. 2) Control and Disbursement Issues : A lack of when needed, the absence of a modern material and equipment registration system hindering systematic inspection and tracking, complex and time-consuming documentation, and insufficient storage space negatively impacted material management efficiency. 3) Maintenance and Disposal Issues : Discrepancies between equipment data and actual conditions, complicated repair requests involving multiple steps, insufficient budget for high-value equipment repairs, and operational issues due to a lack of direct expert personnel and reliance on external service providers affected work speed. 4) Personnel and Regulatory Compliance Issues : Most procurement officers were not in direct line positions, lacked knowledge and understanding of relevant regulations, relied on informal knowledge transfer from predecessors, faced excessive workload, and lacked confidence in decision-making, leading to avoidance of responsibility, especially in procurement and acceptance processes. 2. Guidelines for improving the efficiency of procurement management at the Public Relations Office Region 6, Songkhla, included : 1) Planning and Procurement: Emphasize the importance of establishing clear procurement plans and material plans aligned with each department's mission, while streamlining redundant processes and reducing paperwork to enhance operational flexibility. 2) Control and Disbursement : There should be a complete and up-to-date registration system for materials and equipment, along with organized storage areas categorized by type.
