การนำแนวคิดเศรษฐกิจพอเพียงหมุนเวียนเพื่อพัฒนาการท่องเที่ยวยั่งยืน จังหวัดภูเก็ต

Abstract

This research explored how the Circular Economy (CE) concept can be applied to elevate the tourism sector in Phuket toward tangible sustainability. It did so by incorporating the 7R framework namely, Reuse, Recycle, Refurbish/Repair/Remanufacture, Redesign, Replace and Rethink into tourism activities, spanning production processes, service delivery, and consumer behavior. The study employed the Delphi method, gathering in-depth insights from 33 experts in the fields of environment, tourism, and policy/area management who were deemed to have practical experience and knowledge in CE concepts.The findings reveal seven high-potential approaches for practical implementation, which are:1.Utilizing digital technology to measure and monitor waste management at tourism establishments.2.Reducing waste in food and beverage operations.3.Producing products from recycled materials.4.Installing water recycling systems at tourism establishments.5.Promoting the use of environmentally friendly packaging.6.Encouraging the use of electric buses for public transportation.7.Encouraging the use of electric trams for tourism services.The research indicates that developing Phuket into a sustainable tourism destination requires enhancing knowledge and understanding of CE concepts in tourism stakeholders, raising awareness of current environmental issues in the public, and developing the necessary infrastructure, technology, and legal framework to stimulate investment and adaptation across all sectors. Thus, this study provides a practical guide that links the CE 7R framework with policy and area management, with the ultimate goals of preserving natural resources, establishing new tourism standards, and enhancing the quality of life for entrepreneurs, tourists, and local communities in a balanced and sustainable manner.งานวิจัยฉบับนี้มุ่งเน้นการประยุกต์ใช้แนวคิดเศรษฐกิจหมุนเวียน (Circular Economy: CE) เพื่อยกระดับภาคการท่องเที่ยวในจังหวัดภูเก็ตสู่ความยั่งยืนอย่างเป็นรูปธรรม โดยดึงแนวทาง 7R ได้แก่ Reuse, Recycle, Refurbish/Repair/Remanufacture, Redesign, Replace และ Rethink มาปรับใช้กับกิจกรรมการท่องเที่ยว ตั้งแต่ขั้นตอนการผลิต การบริการ ไปจนถึงการเปลี่ยนแปลงพฤติกรรมผู้บริโภค ในงานวิจัยใช้ระเบียบวิธีวิจัยแบบ “เดลฟาย (Delphi)” โดยเก็บข้อมูลเชิงลึกจากผู้ทรงคุณวุฒิที่ทำงานด้านสิ่งแวดล้อม ด้านการท่องเที่ยว และด้านบริหารจัดการนโยบายในพื้นที่ ที่มีประสบการณ์ทำงาน และมีความรู้เรื่องแนวคิดเศรษฐกิจหมุนเวียน 33 คน ผลการศึกษา เผยให้เห็น “7 แนวทาง” ที่มีศักยภาพสูงในการนำไปประยุกต์ใช้จริง ดังนี้1. การนำเทคโนโลยีดิจิตอลใช้วัดผล ติดตาม การจัดการขยะของสถานประกอบการท่องเที่ยว2. การลดของเหลือทิ้งในกิจการเครื่องดื่มและอาหาร3. การทำผลิตภัณฑ์จากขยะรีไซเคิล4. การติดตั้งระบบรีไซเคิลน้ำในสถานประกอบการ5. ส่งเสริมการใช้บรรจุภัณฑ์ที่เป็นมิตรต่อสิ่งแวดล้อม6. ส่งเสริมการใช้รถบัสไฟฟ้าในการขนส่งสาธารณะ7. ส่งเสริมการใช้รถรางไฟฟ้าในการให้บริการท่องเที่ยวผลการวิจัยชี้ให้เห็นชัดว่าการสร้าง “ภูเก็ต” ให้เป็นโมเดลการท่องเที่ยวยั่งยืน จำเป็นต้องพัฒนาความรู้ความเข้าใจในเรื่องของแนวคิดการนำแนวคิดเศรฐกิจหมุนเวียน (CE) มาใช้ การสร้างความตระหนักปัญหาสิ่งแวดล้อมปัจจุบัน พัฒนาโครงสร้างพื้นฐาน เทคโนโลยี และสภาพแวดล้อมทางกฎหมายที่จะกระตุ้นการลงทุนและการปรับตัวของทุกภาคส่วน งานวิจัยนี้จึงทำหน้าที่เป็น “พิมพ์เขียว” เชื่อมโยงองค์ความรู้ด้าน 7R ของ CE เข้ากับการบริหารนโยบายและการบริหารพื้นที่ โดยมีเป้าหมายสูงสุดในการรักษาทรัพยากรธรรมชาติ สร้างมาตรฐานใหม่ในการท่องเที่ยว และยกระดับคุณภาพชีวิตให้กับทั้งผู้ประกอบการ นักท่องเที่ยว และคนในพื้นที่อย่างสมดุลและยั่งยืน
