Abstract

This research aimed to study the mediating role of core and specific competencies on relationship between organizational factors and educational quality assurance of Rajabhat Universities in Southern Region. The sample consisted of 474 staff who were operating on educational quality assurance of Rajabhat Universities in Southern Region in academic year 2013, obtained from the stratified random sampling by using the 5 Rajabhat Universities in Southern Region as sampling units. The research was based on quantitative method, and used to examine the mediating role of core and specific competencies on relationship between organizational factors and educational quality assurance of Rajabhat Universities in Southern Region. The instrument used in the research was a constructed 5 - level rating scale questionnaire. The statistics for data analysis was basis statistics including statistics, percentage, means, standard deviation, maximum value, minimum values, skewness, and kurtosis. The statistics which researchers used to test hypotheses were Pearson Correlation Coefficient, and the structural equation modeling (SEM) by using path analysis. The results revealed that the mediating role of core and specific competencies, they were found that both variables had the role as partial mediation, due to leadership variables (LS), participation (PC) and organizational management (OG) not only indirectly affected through the core and specific competencies but still directly affecting the quality assurance work. Indirect influence proportion on indirect influence in a whole were found that the specific competency had the level of role as the mediator variable between leadership and educational quality assurance operations higher than the core competency. It also showed that the specific competency had more important than the core competency in the role of mediator variable. When considered the mediating role of the relationship between participation and educational quality assurance operations, it was found that the specific competency was at a higher level than the core competency. In the same way, when considered the mediating role of the relationship between organizing and educational quality assurance operations, the specific competency still was at a higher level than the core competency. Apparently, the specific competency had more important than the core competency. The results can be concluded that the specific competency was an important variable in connection between leadership, participation, and organizing to quality assurance operations rather than the core competency. In a reciprocal way, this conclusion does not mean that core competency was not important, but only less important
