Abstract
The purposes of this descriptive research were to study the roles of
the District Health Board: a case study of dengue hemorrhagic fever in Langu District,
Satun Province. Four groups of informants were selected by a purposive sampling
method, consisting of 21 committees of the Langu District Health Board, 17
subcommittees of the Langu District Health Board (dengue hemorrhagic fever
prevention), 12 patients with dengue hemorrhagic fever, and 12 Langu’s population, a
total of 62 people. Data were collected using document review, questionnaires,
interviews, and focus group discussions and then they were analyzed using descriptive
statistics and content analysis.
The findings revealed that the roles that Langu District Health Board
performed well in the prevention and control of dengue hemorrhagic fever including
setting goals and operational guidelines, driving the integration, supporting the
participation of all sectors, and other operations as assigned by the Board or the
provincial governor (100%), followed by coordinating with government agencies, the
private sector and the public sector and sending information to the affecting area
(90.5%). The roles that were less performed were monitoring and evaluating (85.7%)
and giving suggestions and consultation (81.0%). The roles that should be improved
are 1) giving suggestions and consultation: the capacity of the District Health Board
must be continuously enhanced. 2) monitoring and evaluating the operations: the field
visits at the village level must be set, and the follow-up frequency must be clear and
3) coordinating with government agencies, the private sector and the public sector,
and sending information to the area: should build a public relation network in the
community. The results obtained from this research can be used to develop the
roles of the District Health Board. In terms of the policy recommendations, the Office
of the Prime Minister should require the newly appointed District Health Board to pass
the competency development of District Health Management Learning (DHML).
