การดำเนินงานตามนโยบาย“ลดเวลาเรียน เพิ่มเวลารู้” ของโรงเรียนเอกชนสอนศาสนาอิสลาม สังกัดสำนักงานการศึกษาเอกชนจังหวัดปัตตานี

Abstract

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาสภาพการดำเนินงานตามนโยบาย “ลดเวลาเรียน เพิ่มเวลารู้” ของโรงเรียนเอกชนสอนศาสนาอิสลาม สังกัดสำนักงานการศึกษาเอกชนจังหวัดปัตตานี 2) เพื่อเปรียบเทียบการดำเนินงานตามนโยบาย “ลดเวลาเรียน เพิ่มเวลารู้” ของโรงเรียนเอกชนสอนศาสนาอิสลาม จำแนกตาม ตำแหน่ง ระดับการศึกษา ประสบการณ์ทำงาน และขนาดของโรงเรียน และ 3) เพื่อศึกษาสภาพปัญหาการดำเนินงานตามนโยบาย “ลดเวลาเรียน เพิ่มเวลารู้” ของโรงเรียนเอกชนสอนศาสนาอิสลาม 4) เพื่อเสนอแนวทางการดำเนินงานตามนโยบาย “ลดเวลาเรียน เพิ่มเวลารู้” ของโรงเรียนเอกชนสอนศาสนาอิสลาม ประชากรที่ใช้ คือ 1) สถานศึกษาที่เป็นโรงเรียนนำร่อง จำนวน 12 โรง ผู้ให้ข้อมูล ประกอบด้วยผู้บริหาร จำนวน 36 คน และครู จำนวน 250 คน โดยใช้แบบสอบถามเก็บข้อมูล จำนวน 286 คน เก็บข้อมูลโดยใช้แบบสอบถาม และแบบสัมภาษณ์ และวิเคราะห์ข้อมูลด้วยโปรแกรมคอมพิวเตอร์สำเร็จรูป โดยใช้สถิติ ความถี่ ค่าร้อยละ ค่าเฉลี่ยเลขคณิต ค่าเบี่ยงเบนมาตรฐาน ค่าการทดสอบที (t-test) และค่าการทดสอบเอฟ (F-test) รวมถึงการวิเคราะห์เปรียบเทียบเชิงซ้อน (Multiple Comparison) ผลการวิจัยพบว่า ผู้บริหารและครูของโรงเรียนเอกชนสอนศาสนาอิสลาม สังกัดสำนักงานการศึกษาเอกชนจังหวัดปัตตานีมีการดำเนินงานตามนโยบาย “ลดเวลาเรียน เพิ่มเวลารู้” ในภาพรวมและรายด้านอยู่ในระดับมาก โดยมีค่าเฉลี่ยเรียงจากมากไปน้อย คือ ด้านการออกแบบกิจกรรมการเรียนรู้ ด้านโครงสร้างเวลาเรียนและตารางเรียน ด้านรูปแบบกิจกรรมการเรียนรู้ ด้านการวัดและประเมินผล ด้านการดำเนินกิจกรรม และด้านสื่อและแหล่งการเรียนรู้ ส่วนผลการเปรียบเทียบการดำเนินงานตามนโยบาย “ลดเวลาเรียน เพิ่มเวลารู้” ของผู้บริหารและครูของโรงเรียนเอกชนสอนศาสนาอิสลาม ที่มีความแตกต่างกันทั้งตำแหน่ง ระดับการศึกษา และประสบการณ์ทำงาน ทั้งภาพรวมและรายด้าน พบว่า ไม่มีความแตกต่างกัน ส่วนผู้บริหารและครูที่ปฏิบัติงานในโรงเรียนที่มีขนาดต่างกัน ทั้งภาพรวมและรายด้าน พบว่ามีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 สภาพปัญหาที่พบ ได้แก่ การปรับโครงสร้างเวลาเรียนและตารางเรียนของโรงเรียนเอกชนสอนศาสนาอิสลามทำได้ยาก การจัดสภาพแวดล้อมไม่เอื้อต่อการจัดสภาพแวดล้อม บุคลากรขาดความพร้อมในการนำนโยบายสู่การปฏิบัติ การจัดกิจกรรมไม่ส่งเสริมให้นักเรียนใช้ทักษะการคิดชั้นสูง สื่อและแหล่งเรียนรู้ไม่เพียงพอ และครูทำการวัดและประเมินผลอย่างจริงจังเกินไป ส่วนข้อเสนอแนะแนวทางการดำเนินงานตามนโยบายลดเวลาเรียนเพิ่มเวลารู้ ได้แก่ ควรเพิ่มเวลาในการทำกิจกรรม ควรให้ทุกฝ่ายมีส่วนร่วมในการดำเนินกิจกรรม รวมถึงผู้ปกครองให้มีส่วนร่วมในการทำกิจกรรม การออกแบบกิจกรรมต้องสอดคล้องกับมาตรฐานตัวชี้วัดตามหลักสูตร รูปแบบกิจกรรมที่จัดควรมีความหลากหลายเหมาะสมกับเนื้อหาวิชา ควรจัดเตรียมสื่อ และแหล่งเรียนรู้ทั้งภายในและภายนอกให้เพียงพอ และให้ผู้เรียนได้มีโอกาสประเมินตนเองเป็นรายบุคคลตามสภาพจริง The purposes of this research were 1) to examine states of implementation of “Moderate Class More Knowledge” policy in Islamic Private Schools under the Office of the Private Education in Pattani Provinces, 2) to compare states of implementation of “Moderate Class More Knowledge” policy in Islamic Private Schools based on position, educational qualification, work experiences of the study samples and school size and 3) to study problems of implementation of “Moderate Class More Knowledge” policy in Islamic Private Schools and 4) to propose guidelines for the implementation of “Moderate Class More Knowledge” policy in Islamic Private Schools. The target population were 12 pilot schools which have been carrying out the policy. The sample informants of this study consisted of 36 school administrators and 250 teachers, totaling 286 informants. The data was collected by using questionnaires and interviews. The descriptive statistics such as frequency, percentage, mean, standard deviation, t-test and F-test and Multiple Comparison were used to analyze the collected data. The research findings show that the overall and each dimensional level of states of implementation of “Moderate Class More Knowledge” policy in Islamic Private Schools under the Office of the Private Education in Pattani Provinces were high. The mean scores of each dimension from high to low level as follows; design of learning activities, structure of class timetable, patterns of learning activities, measurement and assessment, operation of activities and learning medias and resources. The comparative study of the implementation of “Moderate Class More Knowledge” policy which was carried out by administrators and teachers in Islamic private schools based on their positions, educational qualifications and work experiences showed that there were no significant different for overall and each dimension. However, it was found different level of the implementation of “Moderate Class More Knowledge” policy in Islamic Private Schools base on their size with statistically significant difference at .05. On the problems of the implementation of “Moderate Class More Knowledge” policy in the schools, the results of the study showed that the modification of structure of class timetable was difficult to be made, school environment is not conducive for the implementation of the policy, school personnel’s lack of readiness to put policy into practice, the operation of school activities fails to promote higher thinking order among students, insufficiency of learning medias and resources and teachers are too serious on conducting measurement and assessment. As regard to the proposes guidelines for the implementation of “Moderate Class More Knowledge” policy, the results of the study suggested that time period for activities should be expanded, all parties concerned including students’ custodian should be engaged in participating in school activities, the design of learning activities should be congruent with curriculum standards and indicators, patterns of activities should be varied and appropriate with learning contents, learning medias and internal and external resources should be sufficiently provided, and each individual learner should be given the opportunity of making authentic evaluation of himself or herself.
