Abstract
The purposes of this study were 1) to analyze the level of needs for human resource development, 2) to compare and contrast human resource development needs, classified by personal factors, and 3) to investigate the main competency of the personnel of Satun Provincial Health Office that influence the need for personnel development. The study was quantitative and the participants were 97 government officers from the Satun Provincial Health Office. The tool for collecting data was a questionnaire, with 5-point Likert scale. The statistics adopted in the research were frequency, percentage, mean, standard deviation, the comparison of population mean, One-Way Analysis of Variance and multiple linear regression analysis.
Results of the study suggest that the level of needs for personnel development of the Satun Provincial Health Office was at the highest level. The development area that received the highest mean was the development of knowledge, followed by skills and personnel development methods, respectively. The results of the comparison of the needs for personnel development of the Satun Provincial Health Office classified by personal factors found that different position of the government officers of the Satun Provincial Health Office had statistically significant difference 0.05 on the levels of personnel development needs and the main competency factor of the Satun Provincial Health Office which statistically significant affected the personnel development needs of the Satun Provincial Health Office at the level 0.01. The main competency factor of Satun Provincial Health Office personnel can be forecasted together with the personnel development need for 27.7 percent.
