ทัศนคติของผู้ประกอบการเรือประมงพาณิชย์ประเภทอวนลากในจังหวัดสงขลา ต่อนโยบายการแก้ไขปัญหาการทำประมงผิดกฎหมาย ขาดการรายงานและไร้การควบคุม (IUU)

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา (1) ลักษณะทางสังคมและเศรษฐกิจของผู้ประกอบการ เรือประมงพาณิชย์ประเภทอวนลาก (2) ลักษณะการทําประมงพาณิชย์ประเภทอวนลาก (3) ลักษณะ การทําประมงผิดกฎหมาย ขาดการรายงาน และไร้การควบคุม (IUU) ก่อนและหลังที่รัฐบาลบังคับ ใช้นโยบายการแก้ไขปัญหา IUU ตาม ม.44 (4) ทัศนคติของผู้ประกอบการทําประมงพาณิชย์ประเภท อวนลาก ต่อนโยบายการแก้ไขปัญหาการทําประมงผิดกฎหมาย ขาดการรายงาน และไร้การควบคุม (IUU) และ (5) ปัจจัยที่มีอิทธิพลต่อระดับทัศนคติของผู้ประกอบการเรือประมงพาณิชย์ประเภทอวนลาก ในจังหวัดสงขลา ต่อนโยบายการแก้ไขปัญหาการทําประมงผิดกฎหมาย ขาดการรายงาน และ ไร้การควบคุม (IUU) โดยเก็บข้อมูลจากผู้ประกอบการเรือประมงพาณิชย์ประเภทอวนลาก ในจังหวัดสงขลา จํานวน 49 ราย ด้วยแบบสอบถามเชิงโครงสร้าง และสัมภาษณ์ผู้ให้ข้อมูลหลักอีก จํานวน 7 ราย ด้วยแบบสอบถามถึงโครงสร้าง วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา และสถิติที่ ผลการศึกษาพบว่า ผู้ประกอบการส่วนใหญ่เป็นเพศชาย อายุเฉลี่ย 45.13 ปี ส่วนใหญ่ มีสถานภาพสมรสและอยู่ด้วยกัน นับถือศาสนาพุทธเป็นส่วนใหญ่ มีการศึกษาสูงสุดระดับ มัธยมศึกษาตอนปลาย หรือ ปวช. คิดเป็นร้อยละ 34.6 มีสมาชิกในครัวเรือนเฉลี่ย 4.96 คน มีจํานวนสมาชิกที่ทําประมงพาณิชย์ประเภทอวนลากเฉลี่ย 1.54 คน ผู้ประกอบการส่วนใหญ่ ไม่มีอาชีพเสริม เป็นสมาชิกของสมาคมการประมง มีรายได้จากการทําประมงพาณิชย์ประเภท อวนลากเฉลี่ย 168,593.02 บาทต่อเดือน มีรายจ่ายจากการทําประมงพาณิชย์ประเภทอวนลาก เฉลี่ย 185,404.88 บาทต่อเดือน และส่วนใหญ่มีหนี้สิน ผู้ประกอบการมีประสบการณ์ในการทําประมงเฉลี่ย 19.73 ปี ส่วนใหญ่มีสาเหตุหลัก ในการทําประมง คือ การทําสืบทอดกันมายาวนาน โดยส่วนใหญ่รับทราบนโยบายการประมง จากเพื่อนที่ทําธุรกิจประมง มีจํานวนเรือประมงพาณิชย์ประเภทอวนลากที่ถือครองทั้งหมดเฉลี่ย 2,04 ล่า ส่วนใหญ่ถือครองเรือประมงพาณิชย์ประเภทอวนลากขนาดระหว่าง 30-60 ตันกรอส และ ใช้ตาอวนก้นถุงในการทําประมง ขนาด 4 เซนติเมตร มีแรงงานจ้างเฉลี่ย 14.23 คนต่อราย โดยร้อยละ 60.9 เป็นแรงงานสัญชาติไทย ส่วนใหญ่มีพื้นที่ในการทําประมงอยู่บริเวณอ่าวไทยตอนล่าง ใช้เวลาในการลากอวนทั้งกลางวันและกลางคืน สัตว์น้ําที่มักจับได้ คือ ปลาเศรษฐกิจ และส่วนใหญ่ มีแหล่งรับซื้อหลัก คือ แพปลา การประมงที่ผิดกฎหมายในจังหวัดสงขลา เมื่อวิเคราะห์ความถูกต้องของเอกสารและ การปฏิบัติตามกฎหมาย IUU พบว่า มีความถูกต้อง ก่อนมีนโยบายฯ เฉลี่ยร้อยละ 68.1 โดยมี ประเด็น บัตรสีชมพู (บัตรแรงงานต่างด้าว) สัญญาจ้าง ทะเบียนลูกจ้าง การแจ้งเข้า - แจ้งออก การบันทึกสมุดทําการประมง (Fishing Logbook) และการติดตั้งอุปกรณ์ติดตามเรือ (VMS) มีความถูกต้อง ก่อนมีนโยบายฯ ค่อนข้างต่ํา เพียงร้อยละ 34.8 – 57.4 เท่านั้น อย่างไรก็ตามหลังจากมี นโยบายฯ ความถูกต้องของเอกสารและการปฏิบัติตามกฎหมาย มีค่าเฉลี่ยเพิ่มขึ้นเป็นร้อยละ 96.6 ทัศนคติของผู้ประกอบการเรือประมงพาณิชย์ประเภทอวนลาก ต่อนโยบายการแก้ไข ปัญหาการทําประมงผิดกฎหมาย ขาดการรายงาน และไร้การควบคุม (IUU) มีระดับทัศนคติ ด้านนโยบาย ดีปานกลาง ที่ค่าเฉลี่ย 3.26 ด้านการบังคับใช้กฎหมาย มีระดับทัศนคติดี ที่ค่าเฉลี่ย 3,53 และด้านบทลงโทษ มีระดับทัศนคติ ดีปานกลาง ที่ค่าเฉลี่ย 3.37 โดยรวมมีระดับทัศนคติ ดีปานกลาง ที่ค่าเฉลี่ย 3.39 ปัจจัยที่มีอิทธิพลต่อระดับทัศนคติของผู้ประกอบการเรือประมงพาณิชย์ประเภทอวนลาก อย่างมีนัยสําคัญทางสถิติที่ 4 = 0.05 คือ ตัวแปร ระดับการศึกษาสูงสุด และรายได้จากการ ทําประมงพาณิชย์ประเภทอวนลาก สําหรับตัวแปรที่มีอิทธิพลต่อระดับทัศนคติของผู้ประกอบการ เรือประมงพาณิชย์ประเภทอวนลากอย่างมีนัยสําคัญทางสถิติที่ 4 = 0.01 คือ ตัวแปร ศาสนา การประกอบอาชีพเสริม และขนาดเรือประมงพาณิชย์ที่ใช้ ส่วนตัวแปรที่ไม่มีอิทธิพลต่อระดับ ทัศนคติของผู้ประกอบการเรือประมงพาณิชย์ประเภทอวนลาก คือ ตัวแปร เพศ อายุ สถานภาพสมรส จํานวนสมาชิกในครัวเรือน ระยะเวลาการดําเนินกิจการ หนี้สิน จํานวนเรือประมงที่ครอบครอง และ จํานวนแรงงานจ้าง

This study aimed to examine (1) the social and economic feature of the commercial trawler operators, (2) the feature of commercial trawler operators, (3) the feature of illegal, unreported and unregulated fisheries (IUU) before and after the enforcement of government policy on the issue IUU 44, (4) the attitude of commercial trawler operators toward illegal, unreported and unregulated (IUU) fishing resolution policy, and (5) factors influencing the attitude level of commercial trawler operators in Songkhla Province toward illegal, unreported and unregulated (IUU) fishing resolution policy. The data was collected from 49 commercial trawler operators via structured questionnaires. In addition, 7 key informants were interviewed by semi-structured questionnaires. The data was analyzed by the descriptive statistics and t-statistics. The study results revealed as follows. The operators are mostly male 45.13 years old on average. The majorities are married, staying as couples, and Buddhists. The operators are high school or vocational certificate educated, 34.6%. The household members are 4.96 people on average. The household members, who implement commercial trawler fishery, are 1.94 people. Most operators do not implement the supplementary career. They are the members of Fishery Association. The average incomes deriving from commercial trawler fishery are 168,593.02 baht while the expenditures are 185,404.88 baht each month on average. Most of the operators are in debt. The operators have experienced in the fishery for 19.73 years. The main reason is the succession from the ancestors. The majorities are aware of the fishery policy by their friends in this business. The operators own commercial trawlers for 2.04 vessels on average. Most of them own commercial trawlers at the size between 30-60 tons gross and apply a mesh bag with 4-cm size at the bottom. The employees are 14.23 labors on average. The labors, 60.9% are Thai nationality. Most of the fishery area locates along lower Gulf of Thailand. The trawler fishery takes the whole day and night. The harvested aqua-lives are economic fish and the main buyer is piers. The issue on illegal fishery in Songkhla Province revealed as follows. When analyzing the authenticity of the documents and legal IUU practice, the correctness is found before the policy at 68.1% on average. Before the policy, the pink card (alien card), employment contracts, employee registration, in-out notice of employees, fishing logbook, and vessel monitoring system (VMS) are correct at 34.8% to 57.4% only. However, after the policy, the accuracy of the documents and the legal practices are increased to be at 96.6%. The attitude of commercial trawler operators toward illegal, unreported and unregulated (IUU) fishing resolution policy is moderately rated at 3.26. Law enforcement is rated in the good level at 3.53. Penalty is moderately rated at 3.37. Overall is moderately rated at 3.39. Factors that influence the attitude level of commercial trawler operators with statistical significance at α = 0.05 are described as the highest educational level and the revenue from commercial trawler fisheries. The variables that influence the attitude level of commercial trawler operators with statistical significance at C = 0.01 are listed as religion, supplementary occupation and size of fishing boats. The variables that do not influence the attitude level of commercial trawler operators are gender, age, marital status, number of household members, years of business operation, debts, numbers of fishing boats and numbers of employed labors.
