Abstract

This research aimed to 1) Investigate status and problems and conditions which could lead to the limitation for pollution source owners and local officers in Surat Thani Province to comply with the Ministerial regulation prescribing rules, procedures, statistical and data forms, recording and reporting on the wastewater treatment system performance, B.E. 2555 (2012) 2) Propose the modifications to reduce the obstacles and encourage the promotion on the effective enforcement of this Ministerial Regulation. This study used secondary data from various documents. Data collection tools were questionnaires and interviews. From this study, Ministerial regulation enforcement for 10 pollution sources which announced as pollution sources according to this regulation indicated that there were 72% of these pollution sources that complied with the regulation. Within this pollution sources, 33% had problem with daily statistical and data recording in TS1 form, 21% had problem with the monthly report in TS2 form and sent to local officer. Limitations are pollution sources, there is a problem of not recognizing that the ministerial regulations have been enforced. And do not understand the ministerial regulations. The lack of capability and person to perform the work including the lacks of understanding how to record and follow the processes to comply with the regulation were mentioned. In the group of Local Administrative Organizations, it was found that 64 % complied with the regulation. Sixty three percent of the Local Administrative Organizations had problem with the enforcement of this regulation. The problem included report receiving and giving document back as an evidence for pollution sources within 7 days and the process of data collection and send to Pollution control officer once a month were at 48% and 56% respectively. The main causes of these problems were the lack of personnel to carry out the work, no data base of pollution sources and no summary report on wastewater treatment performance from pollution sources to Local Administrative Organizations are not able to operate within the timeframe required by law. Consequently, suggestions for the improvement to reduce restriction to comply with the regulation are publicizing and training all stake-holders to be able to comply with the Ministerial regulation, designating the work and pollution control officers should follow up, database updating, monitor and supervise according to the regulation.
