Abstract
The objectives of the study on evaluation of the Cannabis Cultivation Program for Medical Benefits of Health Promoting Hospitals and Community Enterprises for Alternative Economy in Satun Province were: 1) to evaluate the Cannabis Cultivation Program for Medical Benefits and Satun Health Promoting Hospitals and Community Enterprises for Alternative Economy in Satun Province using the CIPP Model, 2) to find out problems, obstacles, and suggestions about cannabis cultivation for medical benefits of Satun health promoting hospitals and community enterprises for alternative economy in Satun Province. For this qualitative research, data were collected through in-depth interviews, non-participant observation, and focus group discussions with a group of public health officers and a group of community enterprise members totaling 20 informants.
The research found that all the 20 informants from Satun provincial community enterprises and public health organizations agreed on various perspectives from the evaluation using the CIPP Model. It was found that the context and environment met the objectives of the project and the project would be feasible if developed according to the process stages. Input resources which were budget, personnel, materials, and equipment were found to be sufficient for conducting the project. Members of community enterprises received knowledge about seeds from the government sector while the public health officers received training, and important cannabis elements to develop as medicine. In terms of the process, the project was monitored systematically, recorded, and the contact between the enterprises and the government sector was conducted as required. Lastly, in terms of the product, the interviews with both groups of informants revealed the following: 1) the enterprise group had more extra income from cannabis cultivation for medical benefits of health promoting hospitals in Satun Province and for the community enterprises for alternatively economy in Satun Province, and 2) public health organizations received important medicinal ingredients extracted from cannabis for use in research and as medicine to treat patients. The problems and obstacles to the project implementation included limitations concerning legal complications that could cause access difficulties. Suggestions were that the project should be developed in its importance and to make it easier to access and understand, particularly the stages of policy, and the project should be written clearly and easy to understand.
