Abstract

The present study entitled Management Factors Affecting the Success of Local Innovation: A Case Study of Local Administrative Organization in Southern Region was aimed at investigating the levels and effect of management factors and the success in creating local innovation of local administrative organizations in the Southern region. The management factors include human resource administration, budget administration, equipment and supply administration, administration procedure, and morale and encouragement. The data collection of this mixed design research consisted of the qualitative data collected from six executives from the awarded local administrative organizations through in-depth interviews, and the quantitative data sought from 500 officers working at the local administrative organizations that received the national tri-annual award for excellent innovation competition. Statistical analyses were performed to identify percentages, frequencies, means, standard deviations, and multiple regression. It was found that the overall satisfaction for management factors were at the High level. When investigating the satisfaction level of each aspect of management, three aspects (human resource administration, morale and encouragement, and budget administration) received Very High level of satisfaction. Regarding the overall success in creation innovation, the levels of satisfaction was High. The data analysis performed showed that the management factors were significantly related to the success in creating local innovation, at 0.05. Regarding the qualitative data analysis, it was discovered that the management factors that enhance the success of innovation creation was the personnel of the organizations because the local administrative organizations valued the personnel. If the personnel was not prepared, local innovation would not be successful. As for budget administration, emphasis was on spending the limited budget for the utmost benefits of the public. Considering morale and encouragement, it was found that operation personnel must not be discriminate according to religion, beliefs, or groups. Otherwise it would be difficult to attain success. There should be encouragement for personnel to have activities together, or building personal relationship among the personnel.
