Abstract
Despite ensuring compliance with international labor standards is crucial
to Thai export-oriented manufacturers who employ migrant labor, relatively little is known about how to manage the effective program for well-being of migrant workers. The objective of this study was to encourage all key stakeholders to work together for remediation plan to solve the existing problem through action research, the method of which applied to developing continuing learning process, action for change, including group decision and commitment to improvement in one's own real situations. The study was carried out in a migrant labor camp of a large-scale seafood industry in Hatyai district, Songkhla province, Thailand during 2016-2017. Primarily, the tripartite taskforce (migrant worker representatives, factory staffs, governmental health center as academic supporters including a researcher) was engaged in order to develop a one-year action plan which consisted of two phase. Phase I emphasized on taskforce capacity building on community health diagnosis and program management while phase II gave priority to program implementation and evaluation. Solid waste management (SWM) problem was identified and planned for intervention based on two strategies of (i) knowledge and awareness raising and (ii) 3Rs (reduce, reuse, recycle) management. Lesson learnt and limitation of SWM program implementation and evaluation were thoroughly elaborated in the article. For program effectiveness, the before-after intervention analysis was performed to illustrate incremental changes of knowledge, attitude and practice of 3Rs (reduce, reuse, recycle) practice, though not all significant. Likewise, waste weight, waste per capita, cost of municipal waste elimination, revenues from sales of recycling material, and number of animal vector from waste supported SWM program effectiveness. This study affirmed the feasibility of capacity building through action research and its benefit to enable effectiveness of service among registered migrant workers in export manufacturing sector
