Abstract
The objectives of this research were 1) to study the situation and the
collaboration pattern of educational provision for migrant's children by Fishermen's Life Enhancement Center in Songkhla, 2) to examine the collaboration process in the educational provision for migrant's children by Fishermen's Life Enhancement Center in Songkhla, and 3) to identify the problems and limitations of the provision of educational provision for migrant's children by Fishermen's Life Enhancement Center in Songkhla. The study applied qualitative research method and collected the data from documents, observation and in-depth interviews with 15 participants, including 10 key informants from government organizations, private organizations and civil society organizations and 5 secondary informants. The collected data was analyzed by content analysis.
The research findings revealed that the collaboration in educational provision by government, private sector and civil society for migrant's children began with the discovery of a shared problem, when Thailand was reported for lowest standard of efforts in human trafficking prevention (Tier 3) by the US Department of State, as well as received yellow-card-warning from the European Union requesting Thai government to solve issues on illegal fishing boats and fishery seriously, otherwise the EU would suspend the import of seafood products from Thailand. Therefore, government agencies, private sectors and civil society, had been in contacted, discussed and coordinated on the basis of mutual needs. It led to signing a memorandum of understanding (MOU) to establish Fishermen's Life Enhancement Center in Songkhla in order to solve such problems, as well as being a center for education for migrant's children. The collaboration pattern for educational provision for migrant's children by the center was in the form of a tripartite organization acting as both a donor and a recipient. In this regard, the collaboration process for educational provision for migrant's children by the center consisted of the following 3 steps: 1. strategic planning was a process of mobilization in planning and decision making to determine the vision, objectives and goals of the center, including guidelines for educational management for migrant's children as well 2. strategic implementation was a process of educating the migrant's children to promote various aspects of learning skills and to develop children ability to be prepared before attending school 3. strategy control was a collaboration to monitor the progress of the center and to evaluate the performance by the private sector, namely Charoen Pokphand Foods Public Company Limited, the main operator of the project, together with the center committee. The evaluated results would be a measure of success and deficiencies in the operations of the center, in order to develop and improve the strategic plan to be more effective. There were two problems and limitations in the educational provision for migrant's children by the center as follows: Firstly there were internal problems and limitations of the organization included insufficient human resource, and budget management limitations due to budget disbursement. Secondly external problems and limitations of the organization were mentioned included difficulties in building trust among migrant workers to send their children to school, and the relocation problems among the migrant workers and followers, which affected to the continuing education of their children.
