Abstract

This study delves into the intricacies of decentralizing power from central to local authorities, focusing on the perspectives of local personnel. Specifically, it examines personnel within local administrative organizations in Krasaesin District, Songkhla Province, with the following objectives: 1) To ascertain the viewpoints of local government personnel regarding the challenges and obstacles associated with decentralizing power from central authorities to local levels. 2) To conduct a comparative analysis of perceptions regarding decentralization issues among local personnel, considering distinctions within the organizations (municipalities vs. sub-district administrative organizations) and employment types (civil servants vs. hired employees). The study encompassed 107 individuals employed in various capacities within local government organizations across the four areas of Krasaesin District. Data collection was executed through the distribution of questionnaires and subsequent analysis employing descriptive statistics. Key Research Findings: 1. Age, hometown, and educational backgrounds of local government personnel do not significantly influence their perspectives on decentralization issues. 2. Distinctions in positions, whether civil servants or hired employees, do not yield significant differences in the perceptions of challenges and obstacles associated with decentralizing power from central to local levels. 3. Notably, divergent views emerged when comparing local government personnel in sub-district municipalities and sub-district administrative organizations. These differences were particularly pronounced in two areas: Form and structure: Personnel in the Sub-district Administrative Organization expressed higher concerns regarding problems and obstacles compared to those in the Sub-district Municipality. And personnel management: Personnel in the Sub-district Municipality exhibited a more positive outlook regarding problems and obstacles compared to those in the Sub-district Administrative Organization.
