Abstract
In-charge nurses who are on- duty for the head nurse during the offworking hours need to have abilities in many aspects, therefore the development of
the in-charge nurses’abilities is important. This action research aimed to develop a
program to promote the In-charge nurses’ abilities using a Competency-Based Learning
(CBL) Framework. The research process consisted of 3 steps: 1) situation analysis, 2)
implementation, and 3) evaluation. The informants were 1) four supervisor nurses and
head nurses, and 2) thirty registered nurses who had worked more than 4 years but
had no experience as an in-charge nurse. The program for promoting competence of
being an in-charge nurse, which was developed by the the researcher based on the
CBL concept consisted of self-learning, coaching and learning through intranet system
(SCI). The instument for data collectionconsisted of the focus group interview guide,
in-charge nurses abilities assessment, administration decision making assessment and
satisfaction assessment. The reserach tools were approved by 5 experts. The
assessments obtained the CVIs of .96, 1, and .94 respectively. Data were collected by
focus group descussion and questionnaires. The data were analyzed by mean and
percentage.
The results showed that the CBL concept of the In-charge Nurse
Promoting Program had the highest percentage on the supervisor's ability to perform
tasks in the field of job control (M = 2.70, SD = .50), followed by personnel
management and development (M = 2.57, SD = .52), and leadership (M = 2.53, SD =
.51). Assessing management decisions through situations showed that ability in
handling complaints had the highest percentage 93.3%. The average score of overall satisfaction was at a very good level (M=4.33, SD=.48). Nursing administrators can use
this model to develop the ability to be a in-charge nurse.
