Abstract

This study was conducted to develop a model for use in health impact assessment by the community in mineral management under the Minerals Act 2017, using case studies from Phu Thap Fa Gold Mine in Loei Province and Chatree Gold Mine in an area spanning Thap Khlo District of Phichit Province and Wang Pong District of Phetchabun Province. The research procedures involved using literature reviews, in-depth interviews, small group discussions and model evaluations, based on a representative sample of 55 people from government agencies, academia, community leaders, related organizations and local stakeholders in mineral management The findings indicate that the model for use in health impact assessment by the community in mineral management in accordance with the Minerals Act 2017 can foster participation and a learning process among the community and participants in assessing the impacts, thus leading to knowledge exchange between the community and specialists in determining the community's core values and seeking data and evidence for decisions on formulating fair development and community well-being guidelines on the basis of community rights and applicable laws and regulations in the sustainable management of minerals, involving 4 steps: 1) Screening and Scoping; 2) Appraisal of Impacts; 3) Reviewing and Decision Making; and 4) Monitoring and Evaluation. Suggestions. When using the developed model, relevant agencies should offer assistance in the process or operating budgets. The community should also collaborate with the authorities, particularly local administrative bodies, at the area level to ensure that the recommendations can lead to the creation of policies or work plans. Additionally raising public awareness of impacts on the local economy, society, ecology, and public health is necessary. In order for the community to develop and be able to sustain the area, a learning process among community members and different sectors needs to be established, especially in the knowledge exchange between the community and specialists. This will allow for participation in all spheres of society and help the community to grow stronger and be able to sustain the area.
