การมีส่วนร่วมขององค์กรปกครองส่วนท้องถิ่นในการรับส่งผู้ปวย จังหวัดสงขลา

Abstract

This descriptive study aimed to explore 1) patient transfer that provide by the local government and 2) participation of the local government in patient transfer. The setting included 7 local government organization of Songkhla province. Three groups of 33 samples composed of local government offices, providers and clients. Data were collected from September 2017 to February 2018. Research instrument composed of 2 parts; 1) demographic data and interview guide. Data were analyzed by using descriptive statistic and content analysis. Research results showed that: Patient transfer by local government divided into 4 patterns: in case of non-emergency, emergency, refer and refer back and others reasons. Local government participate in patient transfer allocated in 3 category; 1) Participate in policy formulation: data collection and clients' need assessment; service, budget, human resource, and information system management planning. 2) Participate in patient transfer: manipulate service area; acquisition ambulance, medical supplies and equipment. 3) Participate in monitor and evaluate: fix evaluation committee and evaluate the quality of service. The local government manger and related organization can apply these results to formulate guideline of developing plan for patient transfer (non- emergency, refer and refer back and others reasons.)
