Abstract
This research combines qualitative and quantitative approaches to study
factors affecting the effective management of health security fund by Surat Thani Municipality and its impediments. The data collection methods consist of (1) the interview with twelve Municipal Executives, whom are in charge of health security fund policy, and (2) the survey of two hundred staff, who perform their tasks based on health security fund. The sample is selected by stratified sampling method. Content analysis is the main data analysis method for qualitative data. In terms of quantitative data, the methods of analysis are mean, standard deviation, correlation coefficient and multiple linear regression.
The qualitative data reveals that major factors affecting the effectiveness in managing health security fund in Surat Thani municipal area are the participation of target group, and the monitoring and evaluation process respectively. The quantitative data, however, suggests that the major factors are (1) the participation of target group, (2) the nature of implementing organization, (3) the economic, social and political environment, and (4) the monitoring and evaluation process. The findings indicate that participation of target group, and monitor and evaluation process are presented in both qualitative and quantitative data. Nevertheless, since Surat Thani municipality covers wide area with high population density, the provided services may reach only small number of population. This directly reflects in the participation rate of target group, which is the main indicator in monitoring and evaluation process, as well as the future development of health security fund. Based on the findings, the researcher primarily
suggests that the responsible agencies provide more channels to increase the participation of target group as well as developing the capacity of its staff to accommodate the demands.
