Abstract

This research aims at investigating disaster risk situation in Libong Island and examining supportive factors for managing disaster risk as well as factors that hinder disaster risk management efforts. Results of this study are used to develop guidelines to improve the ability of Libong Island to manage flood risk. The research areas in this study were 2 villages that have faced flooding quite often since 2010. This research employed qualitative research methods with 34 key informants selected by snowball sampling. Data were collected using in-depth interviews and focus-group discussions. Then, analytical induction was employed for data analysis. Results are as follows. The main hazard threatening the villages in Libong Island was flash flooding. Hazard exposure was intensified by human settlements which were closed to the sea shores and near the hills. Such human settlements make the villages more prone to both flood and landslide risks. In terms of vulnerability, these two villages were vulnerable because their houses were not sturdy enough to resist flash flood and the people lacked of the knowledge of how to mitigate and prepare for both flood and landslide risk. Factors that are supportive to flood risk management of communities in Libong Island consist of participative leaders, public participation, social cohesion of community member and support from public agencies and civil society organizations in the areas that helped the communities recover from the flood disaster. Factors that hindered flood risk management of communities in Libong Island include two major (8) groups: infrastructural/structural factors and nonstructural factors. Findings from this research were used to develop guidelines for improving the management of flood risk of Libong Island. First, people in the villages should work together in developing flood risk management plan that fit the risk situation and contexts of the villages. Secondly, village leaders should serve as the focus point that pull resources and knowledge from local government and related agencies in the areas to support the planning and management of flood risk in Libong Island.
