Abstract
The purpose of this research was to study the roles of the District Health
Board (DHB) in preventing and controlling road accidents. Three sample groups were
selected by a purposive sampling method, consisting of 20 members of Pa Bon District
Health Board, 19 members of the Road Accident Prevention Working Group, and 20
stakeholders, including community leaders, representatives or relatives of injured
people and those killed in road accidents, village health volunteers and volunteers
taking care of bedridden patients. Data were collected using a questionnaire, an
interview form and focus group discussions, and analyzed by descriptive statistics and
content analysis.
The findings revealed that the roles comprehensively performed by the
District Health Board included setting goals and operating guidelines, driving operation,
and coordinating with government agencies, the private sector and the public sector
in the responsible area (100%). The roles that the District Health Board were not
performed comprehensively included giving advice and mentoring, support for
participation, performing other assigned operations and monitoring and evaluation
(75.0%, 65.0%, 50.0%, 35.0%, respectively). When considering the details of the
implementation of the five pillars of road safety measures, the following information
can be acquired. Pillar 1: Road Safety Management: Each department was assigned to
prepare a project plan and carry out the mission in accordance with the policy under
“Safety with Traffic Discipline”. Pillar 2: Safer Roads and Mobility: The Highway Division,
the Subdistrict Administrative Organization, factories and the Provincial Electricity
Authority surveyed and collected data, solved problems and maintained roads in risky
areas. Pillar 3: Safer Vehicles: An action plan was prepared with the Department of
Land Transport, Road Accident Victims Protection Co., Ltd. and Vocational College in the registration renewal and Compulsory Motor Insurance and checking the vehicle
condition of the car for the public. Pillar 4: Safer Road Users: A project was organized
with local organizations to educate and publicize traffic discipline rules for children,
youth and the general public. Pillar 5: Post-crash response: A project was organized in
conjunction with hospitals to prepare responses after road accidents in 3 areas:
assistance systems for victims at the scene of the accident, the readiness of the service
units and remedial measures after the accident. Pa Bon District Health Board should
focus on additional actions in the following 4 roles. Role 3: Support for participation:
The community should be encouraged and supported to participate in road
maintenance and safety. The visibility of community roads or secondary roads should
be improved. Advice and mentors in writing a project budget proposal submitted to
the Community Health Security Fund are also needed as the budget will be used in
creating cooperation, awareness, a sense of belonging and awareness of road accident
prevention at community, family and individual levels. Role 4: Giving advice and
mentoring: Comprehensive actions in accordance with the five pillars of road safety
measures should be operated. Also, the scope of work in Pillar 1 (Road Safety
Management) should be expanded. Role 5: Monitoring and evaluation: The PDCA
should be applied in the roles according to the five pillars of road safety measures to
systematically improve work processes in problem solving and continuous
improvement of operations. Role 6: Coordinating with government agencies, the
private sector and the public sector in the responsible area: The information on road
accidents should be exchanged. The community public relations network should be
established. As for Roles 1-2, more details of the operations according to the roles
should be added as follows. Role 1: Setting goals and operating guidelines: Additional
actions should be taken to develop the potential and competency of Pa Bon District
Health Board to suit the identified problems.Role 2: Driving operations: Further actions
should be taken to create mutual awareness with the working group in the
implementation of the five pillars of road safety measures. The roles of the District
Health Board should be clearly defined. The budget to support the implementation is
also needed for sustainable operations. The findings of this study can be used as the
recommendations for the DHB. committee should set it as a measure. Road accident prevention performance and follow-up on progress every three months, and a forum
should be organized to share lessons learned on good management processes to drive
road accident prevention operations. Policy recommendations; provincial executive in
each province should encourage agencies at the provincial, district, sub-district, and
community levels to be aware of the approach to drive this issue in the same direction
and should be formulated as a strategy. Work plans/projects of relevant agencies
Pushing forward work through the Community Health Security Fund. in addition, the
research on the success and failure factors of the operations of the District Health
Board and the effective ways in developing the competencies of the District Health
Board should be conducted.
