Abstract

This study is a descriptive research which aims to study the model of health risk management for alcohol, tobacco, and substance abuse. The data collection was conducted during January - June 2019 using a questionnaire, focus group discussion and in-depth interview in totally 59 participants consisting of 39 local health fund committee, 12 project investigators/managers, 4 community leaders, and 4 persons from a coaching team. The results revealed that the model of health risk management for alcohol, tobacco, and substance management consisted of three factors that were inputs, processes, and outcomes. These factors were described as the following: 1) The inputs were involved by the influencing of social capital such as people, budget, and community resources. 2) The process was occupied py the analyzing of the community health and local health fund management through project planning, project review, monitoring and evaluation. 3) Outcomes were demonstrated by health status, the situation of risk factors, collective local health fund budget management, including the new knowledge and innovations. The finding model was based on the input-process-output pattern, is a widely used approach in the health system. This model demonstrated the critical role to solve the health risks due to alcohol, tobacco, and drugs. Thus, it could be applied for the other local health funds that are having a similar context to perform the model in their own communities.
