Abstract

The primary purpose of this study is to examine the administrative mechanism, progress and challenges of Hatyai Smart City policy implementation. Data were collected using both in-depth interview and focus-group discussion with 29 key informants. The interviews were conducted with 14 key informants, which include Deputy Mayor and Hatyai City Municipality officers. Focus group discussions were conducted with 3 groups of people who live in Hatyai Municipality area. These include business group, a group of small entrepreneurs and student group. Each group comprises 3-5 people. Content analysis was used to analyze the data. Results of the research showed that: 1) Hatyai City began to set up committees and working groups into 3 committees which have different responsibilities. Each working group is composed of officers from different departments of Hatyai Municipality Office. 2) Hatyai Smart City policy has been progressed. They have initiated 7 smart city development projects. These include both projects that are in the process of implementation and fully implemented. 3) The major challenges or problems impeding the progress of Hatyai Smart City policy implementation are attitude of personnel and the lack of electronic equipment. Based on these research findings, Hatyai Municipality should publicize its Smart City policy and the benefits of this policy to create awareness among Hatyai people. It should also open for more opportunities for people to reflect their opinions and shouldreport progress to people every year. This is because one of the most important things that help to achieve Smart City policy implementation is cooperation from all sections and the people.
