dc.description.abstract	The objectives of this study are to examine approaches for loan approval and analysis strategies for considering new loans after COVID-19 situations for SMEs and to compare the opinions on the approaches for loan approval and analysis strategies for considering new loans between SMEs business relations officers of the Government Saving Bank and SMEs entrepreneurs. This mixed-method study conducted the qualitative study part with in-depth interviews as the research instrument to gather information for further qualitative analysis from the sample group of 6 people. For its quantitative study part, the data was collected from two sample groups: a group of 67 SMEs business relations officers of the Government Saving Bank and a group of 200 SMEs entrepreneurs. Consequently, this set of data would be analyzed by the descriptive analysis method and T-test (Independent Sample T-test). The results of this study found that the approaches for loan approval were categorized into 4 processes: the application, the value and collateral examination, the loan examination, and the loan disbursement. The loan examination was divided into two parts, namely the qualitative analysis using the principle of 6C’s and the quantitative analysis using financial statements. Furthermore, this study revealed the overall level of agreement about the approaches and the analysis strategies for new consideration in loans approval between the SMEs business relations officers of the Government Saving Bank and the SMEs entrepreneurs showed indifference. However, while the quantitative analysis of individual factors in analysis strategies for loans approval illustrated indifference, the overall qualitative analysis appeared otherwise. Moreover, after the COVID-19 situation, the applications would be considered regarding the income in a normal situation, along with reliable financial properties and statements, which would be an effective instrument for loan approvals and analyses in the future.	en_US
dc.description.abstract-th	การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาแนวทางการพิจารณาอนุมัติสินเชื่อและวิธีการวิเคราะห์สินเชื่อรูปแบบใหม่หลังสถานการณ์การแพร่ระบาดไวรัสโควิด – 19 และเพื่อศึกษาเปรียบเทียบระดับความเห็นแนวทางการพิจารณาอนุมัติสินเชื่อและวิธีการวิเคราะห์สินเชื่อรูปแบบใหม่ระหว่างพนักงานวิเคราะห์สินเชื่อธุรกิจ SMEs ธนาคารออมสิน และผู้ประกอบการธุรกิจขนาดกลางและขนาดย่อม เป็นการวิจัยแบบผสมผสาน โดยการวิจัยเชิงคุณภาพ ใช้วิธีการการสัมภาษณ์แบบเชิงลึกจากกลุ่มตัวอย่าง จำนวน 6 คน โดยใช้แบบสัมภาษณ์เป็นเครื่องมือในการเก็บข้อมูลและทำการวิเคราะห์เพื่อนำไปใช้ในการวิจัยเชิงปริมาณ ส่วนการวิจัยเชิงปริมาณ เก็บรวบรวมข้อมูลจากกลุ่มตัวอย่าง 2 กลุ่ม ได้แก่ พนักงานธุรกิจสัมพันธ์ลูกค้า SMEs ธนาคารออมสิน จำนวน 67 คน และผู้ประกอบการขนาดกลางและขนาดย่อม จำนวน 200 คน โดยการวิเคราะห์เชิงพรรณนาและสถิติทดสอบความแตกต่าง T-test (Independent Sample t-test) ผลการวิจัย พบว่า แนวทางการพิจารณาอนุมัติสินเชื่อ แบ่งออกเป็น 4 ด้าน ได้แก่ ขั้นตอนการรับเรื่อง การประเมินราคาและหลักประกัน การวิเคราะห์สินเชื่อ และการเบิกจ่ายสินเชื่อ ส่วนวิธีการวิเคราะห์สินเชื่อแบ่งเป็น 2 วิธี ได้แก่ การวิเคราะห์เชิงคุณภาพโดยใช้หลักนโยบาย 6C’s และการวิเคราะห์เชิงปริมาณ โดยใช้งบทางการเงิน ผลการวิจัย ระดับความเห็นแนวทางการพิจารณาอนุมัติสินเชื่อและวิธีการวิเคราะห์สินเชื่อรูปแบบใหม่ระหว่างพนักงานวิเคราะห์สินเชื่อธุรกิจ SMEs ธนาคารออมสิน และผู้ประกอบการธุรกิจขนาดกลางและขนาดย่อมโดยภาพรวมไม่มีความแตกต่างกัน เมื่อพิจารณาแนวทางการพิจารณาอนุมัติสินเชื่อรายด้านไม่มีความแตกต่างกัน และวิธีการวิเคราะห์สินเชื่อรูปแบบใหม่ของธนาคารออมสิน โดยการวิเคราะห์เชิงคุณภาพรายด้านไม่มีความแตกต่างกัน และการวิเคราะห์เชิงปริมาณภาพรวมมีความแตกต่างกัน ซึ่งคาดว่าหลังสถานการณ์โควิด – 19 จะพิจารณารายได้ในช่วงสถานการณ์ปกติ ประกอบกับคุณสมบัติและข้อมูลงบทางการเงินที่น่าเชื่อถือของกิจการ อันเป็นประโยชน์ต่อการการพิจารณาอนุมัติสินเชื่อและการวิเคราะห์สินเชื่อต่อไปในอนาคต	en_US
