Abstract

This research delves into the operational processes employed by the Coordinating Center of the Youth Against Drugs Organization in Region 9 with the overarching goals of preventing and addressing drug-related issues. Utilizing qualitative research methods, the study employs in-depth interviews and focus groups involving 30 key informants to gather data, which is subsequently analyzed using content analysis techniques. The investigation identifies four core operational processes: organizational establishment aligned with the directives of the Office of Narcotics Prevention and Suppression, Region 9; formulation of short-term operational plans; systematic coordination with stakeholders for activities and campaigns; and dual evaluation mechanisms to foster operational enhancement and development.However, the study also uncovers several obstacles impeding effective operations, including limited outreach channels hindering engagement with target demographics, inadequacies in drug prevention campaigns and surveillance, deficiencies in project analysis within the working group, and religious constraints obstructing certain project implementations. To address these challenges and enhance operational efficacy, the research proposes a set of guidelines.
