Abstract
The objective of this research was to investigate the level of human
resource management process, the level of organizational communication factors and organizational communication factors affecting human resource management process of staff in Songkhla Provincial Administrative Organization. This study was a mixed methods research through quantitative research and qualitative research. For a quantitative research, the sample consisted of 244 individuals. The sample was selected based on a stratified sampling. A questionnaire was used as a tool for collecting data. For a qualitative research, key informants consisted of 12 staff in Songkhla Provincial Administrative Organization. The sample was selected based on a purposive sampling. A semi-structured interview was used as a tool for collecting data. Quantitative data were analyzed using statistics including frequency, percentage, mean, standard deviation, Pearson's product moment correlation coefficient, and multiple regression analysis. Qualitative data were analyzed using content analysis.
The results of this research indicated that in terms of overall human resource management process of staff in Songkhla Provincial Administrative Organization, the implementation was at a high level. Staff can perform tasks to meet the plans, rules, and regulations stipulated by law in a correct, transparent, and fair manner. Staff allocation can be achieved and staff potential can be promoted to meet the needs of staff. The operations have been consistent to the development direction of Songkhla Provincial Administrative Organization. In terms of overall organizational communication
factors, the implementation was at a high level. Each communication factor was efficient. Staff paid attention to discussion, opinion expression, meeting, follow-up and collaboration to smooth the operations.
By analyzing the relationship between organizational communication factors and human resource management process, it was found that sender, message, channel or media, receiver, and feedback were related to human resource management process of staff in Songkhla Provincial Administrative Organization at a high level (r = .744, .787, .792, .797, .847, respectively). The multiple regression analysis found that organizational communication factors in terms of channel or media and feedback influenced human resource management process of staff in Songkhla Provincial Administrative Organization with a statistical significance level of .001.
In sum, the findings implied that organizational communication factors affecting human resource management process of staff in Songkhla Provincial Administrative Organization included channel or media and feedback. Therefore, to promote human resource management process in greater agile manner, it is important to focus on communication channel or media and exchanging feedback within the organization.
