การประยุกต์ใช้การประเมินผลกระทบทางสุขภาพเพื่อประเมินธรรมนูญสุขภาพตำบล : กรณีศึกษา ตำบลชะแล้ อำเภอสิงหนคร จังหวัดสงขลา

Abstract

The purpose of this participatory action research was to study an application of health impact assessment for health charter evaluation in Chalae subdistrict, Singhanakhon District, Songkhla Province. Data were collected by participatory observation, in-depth interview and group discussion during the year 2016-2017. The major informants of this study consisted of the committee members of 14 health charter engagement systems. The result revealed that health impact assessment of evaluation health charter was done by leaders of committee members and technocrats. Participants in the study consist of the leaders of 14 health charter engagement systems, health volunteers, community leaders. The result of community meeting in a screening and public scoping process found that health impact assessment should be examined for learning health and recall health charter. Public scoping of assessment related to the key performance indicators of 10 health charter categories. Questionnaire and group discussion was done in the process of assessment. In public review and decision making process, a report of assessment was given to household and the community meeting was done to review and to make decision for health charter revision. Monitoring and evaluation teams were set up in Monitoring and evaluation process. An application of the health impact assessment for health charter evaluation was encouraged learning process and perception on community health charter. Moreover, it encouraged knowledge sharing between leaders and people in the community as well as community participation.
