Abstract

This qualitative research aimed to study the restrictions in law enforcement on Illegal advertisings of health products (IAHP) in business service radios, from the perspectives of officers in provincial public health offices. Research informants included 17 officers from 14 provincial health offices in all regions of Thailand, and 7 supportive informants from 4 agencies involved in the management of IAHP in business service radios. The data collection method was in-depth interview method by questioning on the restrictions issues in law enforcement of IAHP on radios. The results showed that 5 measures for managing IAHP in business service radios implemented by officers in the area were 1. Education measures for various parties involving in managing IAHP. 2. Surveillance measures and communication on offenses with regards to IAHP. 3. Social communication. measures when IAHP was identified. 4. Law enforcement measures when IAHP was committed 5. Measures for information transferring to network of parties involved in IAHP. Restrictions in law enforcement for IAHP in business service radios include: 1. The attitudes of LE officers to the IAHP in the radios 2. The belief that the IAHP is an inevitable problem. 3. The failure of the competent authorities to address the problem AHP in the radios with LE 4. Difficulty and complexity of LE in the |AHP 5.The inadequacy of officers and support organizations in the LE. The results will be presented to the Thai Food and Drug Administration Office of the Broadcasting Commission Television and the National Telecommunications Commission and other related agencies for formulating a policy for reducing operation difficulties.at the national level, The results can also be used for setting appropriate measures for containing IAHP at the regional and provincial levels
