Abstract

This study It is a participatory action research. The purpose of this study was to study of community-based health impact assessment on recycled waste management in Phru Nai Sub-district, Ko Yao District, Phang Nga Province according to the Health Impact Assessment: HIA approach for collaborative learning on policy decision-making. Implementation of various development projects and activities to create equity in health in local communities by studying 4 main steps: 1) screening, 2) scoping, 3) health impact assessment, and 4) review. draft report data collection During October 2018 - April 2019, survey, interview, focus group and data return tools were used to discuss the results respectively. The main informants were (1) policy makers (2) community leaders and (3) people in the area, totaling 30 people. The study results were presented according to the content analysis steps. The results of the study are as follows: The results of reviewing the situation and potential for community waste management from the local development plan (2018-2022), Phru Nai Sub-district, Ko Yao District, Phang Nga Province, and the analysis of the scene (sceneario) of The amount of waste according to the relevant factors are 1) the geography of the island, 2) the size of the receiving area, 3) the number of households, 4) the number of people living on the island, and 5) the number of tourists after the COVID-2019 situation, all affecting the picture. Prospects both positive and negative for the water resources on the island food production marine natural resources ecotourism and overall public health. There was a consensus of the operational network between Phru Nai Sub-district Municipality, Ko Yao District, Phang Nga Province, community leaders, people's sector leaders. and entrepreneurs in the area The meeting considered the need for a health impact assessment based on community concerns. The scope is 1) The operation area covers all 7 villages in Phru Nai Sub-district, Ko Yao District, Phang Nga Province. 2) Both accumulated old garbage and new garbage on a daily basis. 3) Sources of waste management. starting from the beginning, midway, and destination, and 4) creating value from recycled waste at the sub-district level. Pushing for collective decision-making of the community Mainly to reduce the obvious negative impacts such as bad smells and the image of garbage piles on the landscape of tourist areas. with the establishment of a community recycling center Residual waste management at the land fill area and implementing 3R measures at the household level. And a preliminary impact assessment found that 1) the amount of accumulated waste has decreased from the original amount of 10 tons/day in 2017 to 7 tons/day in 2022; Increased to an average value of 1,000-2,500 baht/month. 3) The municipality reduces waste collection expenses and reduces the cost of hiring waste pickers at landfill sites. From the original budget of 2017 to 50,000 baht/month, now 2022 to 30,000 baht/month, and 4) the formation of groups and clubs for nature conservation by youth and leaders at the village level in all 7 villages. The negative effects are As for the middlemen who are responsible for buying antiques, their income has decreased. This is because waste is brought to the recycling process on the island instead of being exported to be sold on shore.
