Abstract

The research and development aims to 1) study the general management of Planning and Cooperation Division at Palian Industrial and Community Education College (PICC) and 2) develop an action plan based on the Objectives and Key Results (OKRs) concept for PICC. The research consists of three parts 1) studying the general management of Planning and Cooperation Division of PICC by documentary research and focus group discussion 2) developing an action plan based on the OKRs concept in three steps 2.1) providing OKRs� concept 2.2) conducting workshops and 2.3) reviewing the draft action plan by experts and 3) applying and evaluating the OKRs action plan. The research were selected 10 key informants from director, deputy director, 6 heads and staff members of the Planning and Cooperation Division, an OKRs expert, and the researcher by purposive sampling. The results of the development of the action plan can be summarized as follows:1) The study of the general conditions revealed that 5 missions of the college align with its vision and related to Vocational Education Commission policy. However, indicators should be measurable performance outcomes. It was also found that the key informants have an understanding of the OKRs concept, which is a planning and management approach focused on setting clear, measurable, and challenging goals.2) The Developing an action plan based on the OKRs concept have operational steps. A total of 5 missions, 5 objectives, and 5 strategies were identified, aligning with the mission of the Planning and Cooperation Division, which includes 4 items. The Objectives (O) and Key Results (KR) at the Planning and Cooperation Division level has 4 Objectives (O) and 6 Key Results (KR), as well as Objectives and Key Results at working level has 8 Objectives (O) and 18 Key Results (KR). An assessment by 3 experts found that all Objectives and Key Results are appropriate and feasible.3) The results of the applying and evaluating the action plan based on the OKRs concept: 5 Key Results show progress, but not to a satisfactory level. 6 Key Results show lower-than-expected performance, were not yet achieved, and no Key Results were completed. Additionally, 2 Objectives and 7 Key Results were not implemented.
