Abstract
This research intends to study a model and activities for restorative
community welfare to address problems facing Thakham community, Had Yai District, Songkla Province. The research deploys literature reviews, a field research, a participant observation, and in-depth interviews of ten informants-composing of community leaders, community committee, community group members, and local administrative organization leaders, etc. The Study also held six sessions of focus group discussion with relevant stakeholders from local organizations. Then the data were organized and used to analyze, to conclude and to compose the research findings. This finding was concluded from the study of five community welfare organizations in Thakham Sub-district, namely; 1) The Saving Group for Production Ban KhaoKhoyTok, Moo 8; 2) The Herbal Curry Paste Maker, Klongjij Moo 2; 3) The Thakam Sub-district Organic Fertilizer Maker Group, Moo 4; 4) The Saving Group Welfare Shop Ban Mae Tei Moo 1; and 5) The Member of Funeral Fund Thakham and nearby village, Moo 1. It was found that there are three community welfare systems in Thakham Sub-district: 1) Organized by community based organizations; 2) Organized by a state agency with support from the local organizations; and3) Organized by the local/ state agency and a community organization. In Thakham Sub-district, there are two models of welfare provisions: 1) Initiated by a saving Group that provide fund for welfare or community based financial institutions such as Mae Tei welfare shop, funeral fund associations and KhaoKloy Tok Saving Group, and 2), Initiated by the production management that turns into a welfare provision, for example, the organic fertilizer making group and a herbal curry paste making group. There are three restorative community processes through the welfare provisions, as follows: 1) The common community goals and community welfares and restorative community ensures that community members will live peacefully and in harmony; 2) the community welfare is coherence with the restorative community component to ensure the ease of accessibility, to use the community involvement and the
restorative process to reintegration former offenders to the community, and 3) The work process induces restorative justice through a flexible, informal, creative, positive thinking and caring process within the community. The Thakham welfare provisions exhibited the traits in compliance with the restorative community principles.
