รูปแบบการบริหารความเสี่ยงของงานวิชาการของสถานศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคใต้

Abstract

การวิจัยนี้เป็นวิจัยที่ดำเนินการโดยอาศัยระเบียบวิธีการวิจัยเชิงปริมาณและการวิจัยเชิงคุณภาพ โดยมีวัตถุประสงค์ (1) เพื่อวิเคราะห์องค์ประกอบการบริหารความเสี่ยงของงานวิชาการของสถานศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานภาคใต้ (2) เพื่อสร้างรูปแบบการบริหารความเสี่ยงของงานวิชาการของสถานศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคใต้ งานวิจัยนี้แบ่งได้เป็น 2 ระยะ คือ ระยะที่ 1 มีการดำเนินการวิจัยเป็น 4 ขั้นตอน คือ ขั้นตอนที่ 1 วิเคราะห์เอกสาร ขั้นตอนที่ 2 สัมภาษณ์ผู้บริหารโรงเรียน 9 คน ขั้นตอนที่ 3 สนทนากลุ่ม ผู้เชี่ยวชาญ จำนวน 12 คน เพื่อพิจารณาเพิ่มเติมองค์ประกอบและตัวแปรความเสี่ยงของงานวิชาการ ขั้นตอนที่ 4 คัดกรองตัวแปรขององค์ประกอบการบริหารความเสี่ยงของงานวิชาการโดยผู้ทรงคุณวุฒิ จำนวน 9 คน จากนั้นผู้วิจัยสังเคราะห์และสรุปเป็นตัวแปรขององค์ประกอบการบริหารความเสี่ยงของงานวิชาการ ระยะที่ 2 การวิเคราะห์องค์ประกอบเชิงยืนยัน คือ ผู้บริหารโรงเรียนและหัวหน้างานวิชาการ โรงเรียนประถมศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคใต้ จำนวน 330 โรงเรียน โดยส่งแบบสอบถาม 660 ฉบับ ได้รับคืน 548 ฉบับ คิดเป็นร้อยละ 83.03 ผลการวิจัยมีรายละเอียดดังต่อไปนี้ 1. องค์ประกอบการบริหารความเสี่ยงของงานวิชาการของสถานศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานภาคใต้ ประกอบด้วย 3 องค์ประกอบ คือ องค์ประกอบที่ 1 ความเสี่ยงด้านการบริหารหลักสูตร องค์ประกอบที่ 2 ความเสี่ยงด้านการจัดการเรียนการสอน องค์ประกอบที่ 3 ความเสี่ยงด้านการวัดและประเมินผล 2. รูปแบบการบริหารความเสี่ยงของงานวิชาการของสถานศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานภาคใต้ โดยมีรายละเอียดดังต่อไปนี้ 2.1 องค์ประกอบที่ 1 ความเสี่ยงด้านการบริหารหลักสูตร มีการบริหารความเสี่ยงด้วยกระบวนการ 4 ขั้นตอน ได้แก่ 1) ระบุความเสี่ยง 2) ประเมินความเสี่ยง 3) การจัดการความเสี่ยงและ 4) การสรุปและรายงานผล ประกอบด้วย ความเสี่ยง 4 ตัวแปร คือ 1. ความรู้ความเข้าใจในการจัดทำหลักสูตรสถานศึกษา 2. การใช้หลักสูตรสถานศึกษา 3. การมีส่วนร่วมในการจัดทำหลักสูตร และ 4. การประเมินผลและการพัฒนาหลักสูตร 2.2 องค์ประกอบที่ 2 ความเสี่ยงด้านการจัดการเรียนการสอน มีการบริหารความเสี่ยงด้วยกระบวนการ 4 ขั้นตอน ได้แก่ 1) ระบุความเสี่ยง 2) ประเมินความเสี่ยง 3) การจัดการความเสี่ยง และ 4) การสรุปและรายงานผล ประกอบด้วย ความเสี่ยง 4 ตัวแปร คือ 1. ความรู้ความสามารถของครูในการออกแบบการจัดการเรียนรู้ 2. วิธีการจัดการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ 3. การใช้สื่อการสอน และ 4. การนิเทศการสอน 2.3 องค์ประกอบที่ 3 ความเสี่ยงด้านงานวัดและประเมินผล มีการบริหารความเสี่ยงด้วยกระบวนการ 4 ขั้นตอน ได้แก่ 1) ระบุความเสี่ยง 2) ประเมินความเสี่ยง 3) การจัดการความเสี่ยง และ 4) การสรุปและรายงานผล ประกอบด้วย ความเสี่ยง 3 ตัวแปร คือ 1. การวางแผนการวัดผลและประเมินผลระดับสถานศึกษา 2. การดำเนินการวัดผลและประเมินผล และ 3. การสรุปรายงานผล This research was a quantitative and qualitative method study aimed to (1) analyze factors for risk management model of academic affairs in Basic Education Schools under the Office of Basic Education Commission in Southern Thailand, and (2) propose the risk management model of academic affairs in Basic Education Schools under the Office of Basic Education Commission in Southern Thailand. This study was separated into 2 phases as follows; Phase 1 the data was processed through 4 steps comprising 1) document analysis, 2) the in-depth interview with 9 school administrators, 3) factors and risk variables of academic affairs were considered and appended by Focus Group Discussion with 12 experts, and 4) the variables screening of risk management factors in academic affairs was examined by 9 experts. Subsequently, the researcher synthesizes and summarizes the variables of risk management factors in academic affairs. In phase 2, confirmatory factor analysis was proceeded with 330 school administrators and chiefs of academic department in Basic Education Schools under the office of Basic Education Commission in Southern Thailand through 660 questionnaires that a percentage of 548 returned issues were calculated at 83.03. The findings revealed as follows; 1. Risk management factors of academic affairs in Basic Education Schools under the Office of Basic Education Commission in Southern Thailand were composed of 3 factors ; 1) risk of curriculum management, 2) risk of learning and instructional management, and 3) risk of measurement and evaluation. 2. The risk management model of academic affairs in Basic Education Schools under the Office of Basic Education Commission in Southern Thailand consisted of 3 factors as mentions above;2.1 Risk of curriculum management is operated by 4 steps including 1) specify risk, 2) evaluate risk, 3) manage risk, and 4) summarize and report a result. It was composed of 4 variables; knowledge and understanding for school curriculum, implication of school curriculum, participation in curriculum, and curriculum evaluation and development 2.2 Risk of learning and instructional management is operated by 4 steps including 1) specify risk, 2) evaluate risk, 3) manage risk, and 4) summarize and report a result. It was composed of 4 variables; teacher’s knowledge and capacity for learning management design, student-centered management techniques, instructional media application, and instructional supervision. 2.3 Risk of measurement and evaluation is operated by 4 steps including 1) specify risk, 2) evaluate risk, 3) manage risk, and 4) summarize and report a result. It was composed of 3 variables; school-level planning for measurement and evaluation, process of measurement and evaluation, and a summary.
